In the UK can the Crown have use of a patent without the  
proprietor's consent?


Section 56(2) of the UK patents act states that:
the services of the Crown’ includes:
(a)        The supply of anything for foreign defence purposes;
(b)        the production or supply of specified drugs and medicines;
and
(c)        in relation to the production, use or research of atomic
energy as the Secretary of State thinks necessary or expedient;
