What is a "licence of right" in the UK?



Section 46 of the Patents Act states that:
(1)        the proprietor of a granted patent may apply to the
comptroller for an entry to be made in the register to the effect that
licence sunder the patent are to be available as of right;
(2)        the comptroller gives notice of any application to any
person registered as having a right;
(3)        (a) a any person is entitled to a licence as of right.  Licence
terms is settled by agreement or by the Comptroller in the absence
of agreement.  
(d)        provides that renewal fees are reduced by 50%.
